Women's security is an intrinsic right and a key determinant of the development of a society. In Pakistan, particularly in urban areas such as Lahore, there has been increasing demand for secure public and private spaces for women. Responding to this need, the Punjab Safe Cities Authority (PSCA) has initiated end-to-end technological solutions under PSCA Women Security. By synergizing smart surveillance systems, mobile apps, and virtual reporting platforms, PSCA is redefining women's protection and empowerment.
PSCA Women Security is an umbrella term for the dedicated efforts of the authority to ensure women's safety using technology, data, and technical personnel. It encompasses two main pillars:
The Virtual Women Police Station (VWPS)
The Women Safety App
These platforms enable women in Punjab to report crimes, seek emergency response, and get access to legal information conveniently and confidentially.
One of the most fundamental elements of PSCA Women Security is the Virtual Women Police Station. It offers a secure, virtual location where women can report cases of harassment, domestic violence, or abuse without entering a police station—a process that has historically been daunting and inaccessible to most.
Emotional counseling
Legal counseling
Document preparation assistance
Instant reporting of emergencies
The Virtual Women Police Station ensures women are listened to, respected, and treated with dignity during the reporting process.
The other foundational component of the PSCA Women Security program is the Women Safety App, available for free on Android and iOS. It puts life-saving tools in the hands of women during moments of crisis or insecurity.
Alert 15: Single-touch emergency alert to alert law enforcement.
Live Chat and Video Call: Direct link with trained female officers.
Live Location Sharing: With trusted contacts or the police.
Track My Journey: Live tracking of one's route for safety during travel.
This app connects directly to Rescue 1122, Highway Patrol, and the PSCA Command Center, enabling a swift and coordinated response throughout Punjab.
The impact of PSCA Women Security is already being seen. At major public events like the Pakistan Super League (PSL) and in shopping malls or parks during holidays, women have reported feeling safer thanks to enhanced surveillance and access to PSCA’s tools.
In cities such as Multan, Lahore, and Faisalabad, victims of domestic violence have used the Women Safety App and VWPS to report abuse, resulting in timely police intervention and protection orders. These efforts have saved lives and prevented future violence.
PSCA’s efforts go beyond policing—they emphasize education and empowerment. Through social media campaigns, educational seminars, and outreach programs, PSCA is helping women understand:
Their legal rights under the Punjab Protection of Women Against Violence Act 2016
How to safely report abuse or harassment
How to use the Women Safety App and VWPS effectively
This outreach is building digital literacy and encouraging more women to seek justice.
At the core of PSCA Women Security are the trained female officers who interact directly with women in distress. These officers are specially trained in:
Gender sensitivity
Cybercrime awareness
Psychological first aid
Trauma-informed communication
They offer not just legal help, but emotional support—rebuilding public trust in law enforcement.
Despite significant progress, PSCA Women Security still faces a few major challenges:
Technology access: Many rural women still lack smartphones or internet.
Digital literacy: Some users struggle to use apps effectively.
Cultural stigma: Reporting abuse is still taboo in many communities.
Adding more regional languages to the app
Launching SMS-based alert systems for low-tech users
Establishing community outreach in remote districts
Expanding the Virtual Police Station model across other provinces
